Use this as a time on delay or switch off delay. Depending on how you set the jumpers when you assemble the kit will determine how the kit operates. With J1 set the relay will come on as soon as the power is applied and switch off after the delay has expired. With J2 set the relay will turn on after the set delay has expired.
There are 2 pushbuttons on board to override the current condition. If its On you can Stop it and if its OFF you can Start it.
J3 is shown as connecting to one of several pins but in actual fact its just a jumper that connects to one of the outputs on the 4060, this jumper needs to be installed.
